A meeting of the Berlin Board of Education was held in the Berlin High School library beginning at 6:00 p.m. Present for the meeting were Mitch Couture, Nicole Plourde, Nathan Morin, Brian Leclerc, Martha Laflamme, John Moulis, Marion Y. Huntley, Steve Michaud, Tim Forestall, John Donaldson, Dan Record, Beverly Dupont, Ken Proulx, Roland Pinette, Corinne Cascadden, Jane Provencher, Cheryl Pinette, Donna Couture, Julie King, Daniel Graham, Lucille Lambert, Linda Jacques, Nancy Aube, students, and members of the press.
MINUTES On a motion by Martha Laflamme, seconded by Nicole Plourde, the Board voted to approve the minutes of the October 17, 2007 meeting, public and nonpublic sessions. The motion passed unanimously.
WARRANTS A motion was made by Martha Laflamme, seconded by Nathan Morin, to approve the warrants dated October 29, November 5, and November 12, 2007 for the amounts of $5,545.39, $2,982.23, and $533,843.51 respectively. Discussion ensued and multiple questions were answered. On a roll call vote, all members voted in the affirmative.
COMMENTS None
SCHOOL BUILDING An update on the School Building Reorganization effort was given to the Board. Nicole Plourde and Nathan Morin will join the group as Board representatives. Brian Leclerc will join as a parent representative.
SCHOOL TO CAREER Donna Couture gave the Board an overview of the School to Career Program’s successes over the past year.
PBIS Donna Couture and Julie King gave a presentation on the PBIS Program. It has been very successful to date. The Board was very appreciative of the efforts of the staff in implementing this program.
SUPER REPORT The Board was given a copy of a letter from the Governor and his Executive Council thanking the district for hosting one of their meetings at the Berlin Junior High School.
The Board was given information on the upcoming NHSBA Delegate Assembly.
A tentative 2008-2009 Budget Schedule was also presented to the Board.

NEW BUSINESS Nathan Morin will attend the NHSBA Delegate Assembly on November 17, 2007.
Brian Leclerc extended congratulations to Mary Bisson, Brooke Mason, and Emily Leclerc for making the North Country Girls’ Cheerleading Squad of 19 girls. A fundraiser will be held to offset the costs.
Nicole Plourde thanked Patty Hood and Steve Enman for attending the WAIT training program. She feels it is a phenomenal program.
Mitch Couture stated the Board has had informal discussions on regionalization and would like to continue to look into that option. However, given their current efforts of investigating building reorganizations, they would like to finish that effort prior to investigating regionalization. He wants to keep the door open for regionalization and would like a letter stating this sent to the BGRS Cooperative Board.
NON PUBLIC On a motion by Nathan Morin, seconded by Nicole Plourde, the Board voted to go in to nonpublic session at 7:35 p.m. in accordance with RSA 91-A3II(a),(b), (c). On a roll call vote, all members voted in the affirmative.
On a motion by Brian Leclerc, seconded by Martha Laflamme, the Board voted to come out of nonpublic session at 8:50 p.m. The motion passed unanimously. One additional vote was taken in nonpublic session.
BESS CONTRACT On a motion by Nicole Plourde, seconded by Nathan Morin, the Board voted to accept the proposed BESS Contract. On a roll call vote, all members voted in the affirmative.
STAFFING On a motion by Brian Leclerc, seconded by Nathan Morin, the Board voted to accept the following staffing changes:
